It's never a good idea to toss your cigarette butts out of your car window (or anywhere but the garbage, really). But right now it's a TERRIBLE idea. There's a  statewide burn ban effective starting noon today (Aug. 17) to prohibit all campfires on DNR-protected lands through Sept. 30, 2016. With the ban this high even for controlled campfires, it means any spark could potentially lead to a fire.

Please be extra careful with any flammable device or substance during this time to prevent catastrophic fires. So, even though it's easier to flick that butt than put it out and dispose of it correctly, even the slightest ember can cause major damage. Be smart and take care of our lovely state.
