Hey Tri-Cities Is This Animal Cruelty?

I was driving home from my Mother's day brunch yesterday south bound HWY 395 when I spotted a poor dog chained up in the back of a pick up on top of some sort of box clearly higher up than the side of the truck...

I was shocked to say the least the truck was traveling the speed limit of between 35-50 mph and winds were blowing at least 30 miles per hour!  If that truck had to slam on his breaks the dog would fly or the side or be hung or even worse...This just makes me so mad people would treat an animal this way...what do you think? Here's what some of my Facebook friends had to say....

I wish I had been thinking I should have grabbed his license and reported him I guess I was just in shock that someone would actually do this!
