Well, the New Jersey legislature in 1976 had no other options, but to institute an income tax! It held out as long as it could, but with declining infrastructure, need for economic development, and a requirement from the courts to provide more money to schools, the state decided it needed a new source of revenue.

Washington needs major road construction and there's no way to give health and human services enough money AND fix the roads AND fund Medicaid AND fund education. Should it create an income tax?
