The Mystery is Solved on the 395 and Clearwater Traffic Light

The question has finally been answered on why some of the stop lights at major intersections have been blinking red lately.

The WSDOT has blamed it on a mechanical malfunction.  They switched out the hardware and software for it, and were still not working right. They finally discovered that the new part they put in was actually faulty.
