Idiot Decides To Do Whippets Before Being Arrested[VIDEO]

Los Angeles: Some weirdo led police on a low-speed chase on Friday.  And he apparently had a tank of laughing gas sitting on the passenger seat next to him. also know as whippets (nitrous oxide)

After they stopped him with a spike strip, he sat in his car filling balloon after balloon and huffing as many as he could before they arrested him.
