Is This the Dumbest Thing Seen on a Tri-Cities Highway?

I see so many dumb drivers on the roads of Tri-Cities just on my short commute to work everyday that I decided to do a video series about what I see. This morning I saw something on 240 that I had seen before but quite not too this degree or this length of time.

Have you seen anything dumber then this on the road? (Besides being completely reckless)
