Stacy Lee is headed to California this week to help spread her uncle's ashes. The family wants to do it into the ocean, but Stacy heard the law requires you to go two miles off shore. I tried to find an explanation for why governments regulate the spreading of ashes. EVERY website Google and Bing retrieved said there is no health risk associated.
