Troopers investigated 21 collisions, three of them involved drivers under the influence.

Everybody wants to reduce drunk driving, but not all ideas are good ones. What will work to reduce the instances? Will lowering the threshold to a blood alcohol level to .05 percent do it? That's what federal authorities are encouraging.
