Only in certain circumstances will the WSDOT extend the deadline if a major late-season storm is forecast, but they typically encourage timely removal.
It might surprise you to learn that Washington State has considered banning studded tires due to the damage they cause to the roads.
Did you realize that studded tires also don't cover the "chains required" law? If chains are required, you are still supposed to chain up over your studded tires.
So the deadline is April 1st for studded tires in Washington State, even if you are from out-of-state.
