According to the maker of the well-known navigation system Tom Tom, it's no surprise that Los Angeles has the worst traffic and congestion in the nation, San Francisco is second, and New York third. But who came in fourth?

In a less than ringing endorsement for the Department of Transportation and Seattle City officials, the Emerald City was ranked 4th worst.

Seattle was ranked second in evening congestion and homebound work commuute times, as well as seeing a 75% increase in travel times compared to what is called free-flowing traffic.

The index looks at 295 cities in the U.S. and around the world, and ranks them in a variety of areas including overall congestion and evening rush hour.

Some of the other cities in the bottom ten include St. Louis, Washington D.C. and Honolulu. Cities who dropped out of the top ten include Denver, Las Vegas and Detroit.
