Druggies Get Popped in Front of Kennewick Police Dept.

I'm not sure what this foursome was thinking...Sunday night around 10 p.m. someone reported suspicious activity in front of City Hall in Kennewick...ironically pretty close to the Kennewick Police station...here's what went down
